Job Description
We are looking for a seasoned Principal Consultant / Program Manager SPOC (SAMEER)
Role & responsibilities
- Act as the overall Program Manager for the engagement, responsible for planning, execution, monitoring, and control of all activities under the scope.
- Establish and operationalize program governance structures, review mechanisms, escalation protocols, and decision-making forums.
- Ensure alignment of project portfolios, digital initiatives, and operational support activities with SAMEERs organizational priorities and R&D mandate.
- Coordinate with multiple SAMEER 0063entres and functional units to ensure seamless execution of activities.
- Oversee implementation of the Central Project Management Services (CPMS), including onboarding of projects, monitoring of progress, and reporting.
- Support portfolio-level reviews focusing on timelines, budgets, risks, resource utilization, and outcomes.
- Coordinate advisory and implementation support for digital transformation initiatives, including IT modernization, cybersecurity, and data governance.
- Support training, handholding, and change management activities to enable adoption of new processes and systems.
Facilitate knowledge transfer to SAMEER teams to ensure sustainability beyond the engagement period
Experience
- Demonstrated experience in managing multi-stakeholder, multi-location government or public sector programs.
- Strong program and project management capabilities
- Experience in governance frameworks, PMO operations, and MIS reporting
- Understanding of IT systems, digital transformation, and process re-engineering
- Ability to work in complex, matrixed environments with senior officials
- Strong analytical, documentation, and presentation skills
- Proven ability to lead cross-functional teams effectively, demonstrating coordination across departments, technical teams, and stakeholders.
- Good communication skills and stakeholder management
