Job Description
Objective
To manage and oversee all billing activities at the project/site level, ensuring timely certification, accurate invoicing, proper cost tracking, and compliance with contractual and financial procedures.
Responsibilities
1. Verify subcontractor/vendor bills with reference to work orders, BOQs, measurement sheets, and agreed rates.
2. Manage billing and quantity verification for large-scale infrastructure works including roads, drainage, utilities, and site development.
3. Process and certify contractor bills related to landscaping, top-level softscape & hardscape works, artificial pool and lake construction.
4. Verify BOQs, work orders, rate analysis, variation orders, and extra item claims.
5. Ensure accurate measurement certification in coordination with site engineers and consultants.
6. Monitor executed quantities vs. BOQ and track cost deviations.
7. Maintain reconciliation of material consumption with executed quantities.
8. Prepare cost comparison statements and assist in budget tracking for multiple work packages.
9. Ensure compliance with contract terms, tax regulations (GST, TDS), and internal audit requirements.
10. Maintain proper documentation of billing records, measurement books, abstracts, and payment trackers.
11. Support finalization of contractor accounts and project financial closure.
12. Assist management in MIS reporting, cash flow forecasting, and cost control analysis.
Skills, Experience & Education
1. B.E./B.Tech (Civil); Postgraduate in Project/Construction Management preferred.
2. 712 years of experience in billing/commercial functions in large-scale real estate or owner-driven developments.
3. Proven experience in luxury villa projects / township projects.
4. Strong exposure to infrastructure, landscaping, and site development billing.
5. Experience in handling complex multi-package contractor environment.
6. Experience in rate analysis, variation management, and reconciliation of large BOQs.
